At the time when I sent this telegram, I considered that it would probably prove inadvisable to separate the Medical and Sanitary Depts and that a better alternative might be to relieve the Principal Civil Medical Officer of his duties as Superintendent of the Government Civil Hospital, but I have since given further attention to the conjoint report by Dr Chadwick and Professor Simpson enclosed in your despatch No. 29211/02 of the 12th of June, and I find the arguments put forward in favour of the appointment of a Sanitary Commissioner, which were personally supported by Professor Simpson, very strong.
